ABSTRACT

To construct and improve a highly-quality development management system of cultural and tourism integration is not only a significant issue under the background of cultural and tourism integration，but also an inevitable requirement for building a socialist cultural power. In 2018，the Ministry of Culture and Tourism was established，and reforms were carried out successively across the country, which signals that the integrated management of culture and tourism was basically completed at the national administrative level. Subsequently, the Party Central Committee with Comrade Xi Jinping as the core，based on the overall situation of the Party and the country's undertaking，grasped the laws of cultural and tourism development，and made a series of important strategic deployments. Trials of cultural and tourism integration is areas such as institutional functions, formats and places，service products，and management methods have have blossomed everywhere. In the historical process of deeply participating in Chinese-style modernization, Shanghai has formed its own public-cultural development path with Shanghai characteristics and era characteristics in many aspects，especially in the integration of culture and tourism，leading of China's public cultural service system to open a new chapter and plan new strategies. In the future, Shanghai's public cultural service system construction will fully integrate into the great cause of exploring Chinesestyle modernization with a new historical mission and responsibility，and create cultural brands with global influence in the process of promoting deep integration and high-quality development of culture and tourism, contributing to the construction of the best practice ground for Xi Jinping's cultural thought.

The report consists of four sections：“General Report”，“Theoretical Discussions”，“Innovative Practices ”，and “High-quality Development ”. “General Report ” takes innovative practice of cultural and tourism integrated development pilots in Shanghai as examples，the general report explores the future of Shanghai's cultural and tourism public service system construction.“Theoretical Discussions ”section focuses on various issues related to the integrated development of cultural tourism and public cultural services, comprehensively covering the relationship, concept, significance and different integration aspects, presenting different scholars'perspectives and viewpoints.“Innovative Practices ”section not only demonstrates innovative measures in the integrated development of Shanghai's culture and tourism public services and the new progress of Shanghai's suburban public cultural spaces, but also focuses on the integrated development of museums, intangible cultural heritages and tourism performing arts products, and tourism. The “High-quality Development ” section focuses on summarizing the development achievements of Shanghai's public cultural service system in the past 20 years，proposing a path for high-quality development of Shanghai's public cultural service system in the future，and comprehensively examining the construction and development of exhibitions，cultural volunteer services, cultural-brand building，and other aspects of public cultural institutions.
