The Significance and Implementation of the Strategic Plan of University Development—On the Strategic Plan of the “13th Five-year”Period of Zhongnan University of Economics and Law

Abstract: Strategic plan is the action plan that guides the development of universities. To implement a strategic plan, the university administration needs to make comprehensive arrangement regarding the missions and goals of the plan; colleges, as the second tier sub-organization, needs to be motivated to play a major role; a new conducting mechanism of work dynamic needs to be established; and amendments and supplements to the original plan also need to be made whenever necessary. The “Double First-class”university construction is not only a national strategy, but also an opportunity for universities. We need to fully understand the policy orientation of “Double First-class”and make best use of its policy dividend. Featuring highly distinctive specialty programs, Zhongnan University of Economics and Law is one of the most important cultural foundations for the social-economic development of Wuhan and its surrounding areas. With a properly implemented strategic plan, its bright future can be expected.
